Apply for a Utilization Permit

Utilization permits are required for private projects that occur in County right-of-way, or land reserved for public use. Examples of projects that may occur in the County right-of-way or public easement include new or replacement driveways, sidewalks, sewer or water connections or temporary access.

Use the Pinellas County Access Portal to apply for a utilization permit:

  1. Create a Pinellas County Access Portal account if you haven’t already, then log in.
  2. Click on Development in the toolbar, then click Create an Application in the submenu.
  3. Accept the terms, then click Continue Application.
  4. Choose Right of Way under Development Review Services.
  5. Click Continue, then complete the application. You will need: The Utilization Permit Application,  and a Survey (copy), which is a plan of the proposed work and a survey of the work area.
